Polly v8 - Architectural changes

🚨 Big changes are coming! 🚨

Hello, everyone. We have big changes on the way with Polly version 8. The primary focus is improving performance, especially for workloads that must scale to meet high demand levels. We are collaborating with Microsoft to implement these changes. You can follow the progress in the v8-poc branch.

What an awesome news :D

• Shall we expect alpha / beta releases?
• Will the final version be released along with .NET 8 (or can we expect sooner)?
• Should we expect new policies as well?
• Will some of the feature suggestions be addressed as well, like Make the primary properties of the policies verifyable #756?

@PeterCsalaHbo thank you for your questions. Let me try and answer them as best as I can:

• Yes, we plan on hosting pre-release NuGet packages to make it easier for people to try new features. We'll announce those as they become available.
• I do not think this is tied to .NET 8's release in any way. We've always tried to abstract the library's dependencies from specific .NET versions. .NET Standard simplified this process, and we will likely continue down that path.
• We do not plan on releasing new policies at first. We will release the core set of policies and likely extract the bulkhead policy to its own Polly.Contrib package as an optional add-on, given some of its performance impacts.
• I would like to see if we can include some feature suggestions from the roadmap. One feature already mentioned in the roadmap that will be included is reducing the number of required overloads. We're interested in hearing additional feedback from you and the rest of the community on roadmap priorities for v8 and beyond.
