Test gazelle_cc on Windows

Currently in the CI we test only using Unix based platforms: Ubuntu and MacOS

During release 0.1.0 to BCR Windows builds failed due to:

• usage of bash scripts in the CI workflow which were skipped leading to missing required steps
• problems with building protobuf

We should inspect these problems, check current status of Windows support and setup a CI workflow (ideally with e2e tests) to control behaviour on Windows
