This commit updates Development.md with up-to-date information, removes a few obsolete items, and changes the wording in some places. Feedback welcome!

This PR updates Development.md with up-to-date information,
removes a few obsolete items, and changes the wording in some places.
It also changes the order of the columns in https://beta.lmfdb.org/ModularForm/GL2/ImaginaryQuadratic/?search_type= to be consistent with Hilbert modular forms, so it's clearer where the user should click to go to the page of a Bianchi modular form.
