The big change here is moving the types from the old TSD to the newer npm-based @types. This is much cleaner and something we should have done a long time ago. Along with this is an update of the libraries.

Bring the project (mostly) up-to-date with the way we consume the type definitions, as well as current versions of the libraries we depend on.
