Just bumped into annoying side-effect of pinning down to shapely<2:
latest shapely below 2.0.0 is 1.8.5.post1 which only provides wheels up to python 3.11
so if you want to build an environment based on python 3.12 or higher, you have to build it from source, which does not always goes very smoothly if you don't have necessary build dependencies and libs in place

FYI: pip install on py 3.12 fails with roughly like this (trying to install Shapely-1.8.5.post1 from source package):
