Add Timestamp to Relationships table

This will allow us to depreciate Submitted By (on Nominations) and Nominator Array (across all).

This is a good idea. I'd suggest a DATETIME field (PHP Y-m-d H:i:s)
because it's what WP uses, so you can leverage current_time() and stuff
like that.

I'd suggest only storing UTC and translating on output. Attempting
server or WP time will lead to madness.
