Prepared the
v1.4.0release boundary by bumping the package and schema version to1.4.0, updating the changelog, and refreshing golden snapshot metadata.Why it changed
The repo has already shipped the new
compute-controlchain family plus thecontainer-appsandcontainer-instancesflat commands. This PR aligns the published version and release metadata with that shipped scope so we can tag and releasev1.4.0cleanly.Impact
This is a release-prep slice only. It does not add new runtime behavior, but it does set the published package and output contract to the new minor-release boundary.
