Regression reading delta_byte_array test case

Hello 👋

While updating from v17 to v18 I noticed this specific test failing. After some investigation I realized it looks like a regression, as the exact same code passes on v17.

I plan to look a bit further into it. maybe I can even find the problem 🥇 but for the time being, I decided to just submit the issue just in case someone with more context knows why this is broken.

I've created a PR in apache/arrow that contains the test passing
