[Geospatial] Create new `parquet-geometry` crate

As suggested by @alamb in #8225 (review), we should create a new parquet-geometry crate for spatial support.

Hi, thank you @kylebarron for all your work on geo! Does this issue mean we will merge geoarrow in arrow-rs?

I wasn't expecting that; this should be the minimal set of functionality needed to work with the Parquet geometry/geography type. I think it should provide for easy integration with geoarrow-* crates, but I think they can be kept separate. I think there's too much relatively niche functionality in geoarrow-rs that wouldn't be suitable (from a maintenance perspective) for the arrow-rs crate.
