Some debate in figma (link) around if the dropdown labels for Project Location should be more generic instead of California specific.

Please go with the original spreadsheet categories of SoCal, NorCal, and Rural. There are some specific parameters that rely on that selection later on, and there is a difference. Our primary users for this will be in CA, and I want to be consistent with the spreadsheet methodology here. We can add an instruction for out of state users to select a representative option and can get more instruction from the econ branch as to how they recommend wording that, but it can just be a disclaimer.
