Edit: libtiff can be disabled using OJPH_ENABLE_TIFF_SUPPORT=NO, I'll add a non-hunterized version

libtiff dependency can be disabled using OJPH_ENABLE_TIFF_SUPPORT=NO. I'll first do a non-hunterized version and see if that is enough for OpenEXR and OpenCV.

The current release https://github.com/aous72/OpenJPH/releases/tag/0.23.0 has some issues when just adding the hunter_add_package(TIFF) call. It seems some includes or target linking is missing
