Setup build-time performance measurements in the perf lab.

Apple mobile scenarios

• Runtime sample app on MacCatalyst: Track changes in Mono AOT compiler and the SDK
• MAUI template app on MacCatalyst: Track changes in the MAUI SDK

Android scenarios

• Runtime Android sample app build using CoreCLR (JIT/R2R) and Mono (JIT/AOT)
• dotnet new android with CoreCLR and Mono runtimes (default configs)
