Some users have indicated that finding the requirements without a "pass" disposition in the tested requirements artifact is somewhat inconvenient -- the reader needs to scroll through a large list of requirements manually looking for rows that have a non-green entry in the Requirement column. This PR attempts to ease that difficulty by adding a "Notable requirements" section in reports that have any requirements with a disposition other than "pass" which lists and links to those requirements within the page.
