Root Cause Analysis

Failure sequence:

1. FLUSH merges appendable objects into TN objects → appendable objects get DeleteTime
2. Global checkpoint + force GC → physically deletes appendable object files
3. ChangeHandler reads appendable objects → objectFileExists returns false

Local reproduction verification:

Branch	ChangesHandle-FileNotFound in log	delete chain missing

Maybe fixed by #24140, we keep watching.
