Reorganize the way we edit the commit website

Let's keep the old website, but make it so that the commit website github is the source of truth. Let's set up some way that we can deploy from github to the afs using github actions or a cron job, etc.

ideally, there's a script called "pull_from_github_and_build.sh" that just pulls and builds stuff, and maybe we run it on a loop or something idk

I've made some steps towards this, but we need to restrict edit permissions to the AFS a little bit so that people need to use the github.
