mark mxtheme as safe for parallel read

In apache/mxnet#19873 I'm getting a warning that the plugin mxtheme doesn't declare whether it's safe for parallel read. It needs to be set explicitly to get rid of the warning.

@mli Looks like 0.3.14 was released last year in October as binary distribution and thus the new source release is not taking precedence:

Could you bump the version again?
