If I would like to claim more records, previously marked organizations are unmarked

To Reproduce
Steps to reproduce the behavior:

1. Click Claim button
2. Claim some organizations
3. Click Done Claiming
4. Click Yes
5. Previously marked organizations are unmarked

Actual result
Previously marked organizations are unmarked.

Expected behavior
Previously marked organizations should stay marked.
