Add newly allocated EDE INFO-CODEs

These are from the "Extended DNS Error Codes" registry in the "Domain Name System (DNS) Parameters" registry group:

Many of the EDE INFO-CODEs have no unittest, so I added just one from the new INFO-CODEs. Result of running the message unittests on the rate-limited branch:
