What it solves

Improves repo actions configuration and dependency cleanup

Changelog

• Remove third party actions for native Github actions tooling
  • Concurrency check via Github actions setup.
  • Issues creation via gh tool.
• Limit actions permissions to the necessary minimum
• Pin unpinned third party actions.
• Bump pnpm version and set minimumReleaseAge
• Remove unused and deprecated dependencies.
• Remove shelljs for Node native features
• Remove node-fetch for Node native fetch
• Remove deprecated cuid for Node native UUID
