Collect and document implementations of the specification.

Implements the core spec v1alpha3 and v1beta1, minus custom workload mappings.

Would be great if this issue can collect the current list of implementation and also make it clear how other implementations can be added. For example, maybe we have a table and say "please create a PR to edit this table with a link to your implementation!"
