Release to support Java 25

Now that Java 25 is generally available it would be great if a release could be made. It appears the work to support Java 25 has been done in #205.

At present this plugin is preventing us from being able to upgrade to Java 25 so an updated version would be greatly appreciated.

@ben-ganley if you add an explicit dependency on the newer google-java-format version it works with Java 25:
