Missing documentation about fault tolerance features handling in local chunking

The [section about local chunking](https://docs.spring.io/spring-batch/reference/scalability.html#localChunking) does not mention that transaction management and fault-tolerance features are expected to be handled by the chunk processor and not the driving step.

This issue is to clarify the responsibilities of each component in the reference docs.
