It is asininely over-demanding at the moment. It requires RGdS to be a GP, and to have either defeated Brazil, Spain or the UK in a war. The entire existence of that as a condition is confusing, but the particulars of that part of the decision are odd and it mentions the tag being Catalonia or Basque Country, which seems like it was lifted from a totally different decision erroneously. The whole thing is just baffling.
I would say it makes the most sense for the decision to require RGdS to have Nationalism & Imperialism, AND one of the following:
- Relations with Brazil of more than 150
- Has claimed Santa Catarina, owns all of its cores, has at least 50 prestige
- Has a truce with Brazil and owns all of its cores
Also, at present the decision does nothing but give a pathetic amount of prestige. It should realistically remove Brazilian cores from Rio Grande do Sul when enacted.
