Suggestion: Fix Rio Grande do Sul's Declaration of Independence

It is asininely over-demanding at the moment. It requires RGdS to be a GP, and to have either defeated Brazil, Spain or the UK in a war. The entire existence of that as a condition is confusing, but the particulars of that part of the decision are odd and it mentions the tag being Catalonia or Basque Country, which seems like it was lifted from a totally different decision erroneously. The whole thing is just baffling.

I would say it makes the most sense for the decision to require RGdS to have Nationalism & Imperialism, AND one of the following:

1. Relations with Brazil of more than 150
2. Has claimed Santa Catarina, owns all of its cores, has at least 50 prestige
3. Has a truce with Brazil and owns all of its cores

Also, at present the decision does nothing but give a pathetic amount of prestige. It should realistically remove Brazilian cores from Rio Grande do Sul when enacted.

It's supposed to be a multipurpose decision that Scotland, Catalonia, Basque Country, or RGdS can use.
Besides being a GP and having nationalism_n_imperialism, Scotland only has to defeat the UK to remove UK cores, Catalonia and Basque Country only has to defeat Spain to remove Spanish cores.
RGdS only has to defeat Brazil to use the decision, but it only gives the prestige and does not remove Brazilian cores.

I don't see the benefit of it being a multipurpose decision. Surely decisions don't have that significant an impact on performance if they're just cached and not being used actively? What's the downside of having a unique decision for each tag? As it is now, couldn't, say, Scotland fight Spain and, if it won, pass the conditional for it to be able to declare independence? Even if that's not the case, the presence of multiple fields to the decision's conditions makes it confusing to the player as to what is actually required in order to take the decision themselves. It seems like there's no benefit to them being joined to a single decision, and allows for less unique results for taking each particular decision. As well as being much too difficult to take, in RGdS's case.
